When equipping a medikit or a bandage in the weapons wheel, make sure it’s ticked on “heal” not “stabilize” in the center of the circle. You can pick between a medikit (fully restores your health) and a bandage (restores 50% of your health). Sniper Elite 4 allows you to recover health with items.
